Why are going by this way ? BSNL teracom modem comes with default support for 
linux . It comes with bin file , when installed you will get the gui .


If you could not get this file . You browse for ZTE modem driver , and install 
it for Fedora . Now when you plug in your BSNL modem it would detect the device 
. you must install mobile broadband information from fedora repository . If 
installed it may default configuration for BSNL , but change the access point 
to bsnlnet and your are done .

This worked for me . Give it a try.
