GPLv3 does too, in a way, that if one distributes GPLv3 object code
via the web or an FTP server, they must provide instructions for users
to download the source. Of course, this was primarily meant for
binaries for embedded/hardware, while, AGPLv3 was for application
service providers/web applications.
