Coming back to your problem couple of things: What is the output from "iptables --list" *before* and *after* "iptables --flush?" Can you ssh into your box after "iptables --flush?" Is this where you got your <http://www.simonzone.com/software/guarddog/#download>? It looks like guarddog is a kde app. I suspect it has left it's footprint somewhere on your system and it is still tripping you. 1. boot into init level 3 (console i.e. no desktop) and verify if you can connect to your ports. (my suspicion it gets started when the desktop comes up). 2. back up you ~/.kde into some tar file and then rm -fr ~/.kde 3. Restart your desktop;this will create a fresh .kde directory.
