Just as putting 5.5 liters in a 5 liter bottle is not feasible, you
cannot go beyond the physical limit of your broadband connection.
On the other hand BSNL may have higher speed plans which you can
upgrade to for extra money.
There are hw/sw solutions that will compress data (when possible) but
they need to be present at both end points of the link - in your case
the DSL modem in your premise and the BSNL tel. exchange.

The speed "thing" is between the BSNL DSL modem/router in your premise
and the BSNL tel. exchange,  Fedora is no where in that link.
