Well, to spell it out for those who cannot be bothered to read TFAs, Glaxo got research funding from the Bill & Melinda Gates foundation on the condition that they share the findings of the research. So, Billy boy the hypocrite that he is, thinks it is a good idea to share knowledge because it encourages innovation ...only as long as the sharing doesn't happen from the company that is making him millions.
