Zebra went into closed source mode about 6/7 years ago. The fork from
the last open sourced zebra became quagga.

In case you are not stuck to Linux for reasons of expertise/
familiarity/ device support/ licencing etc, look up NetBSD as a
platform. m0n0wall is a good NetBSD based embedded distro to start
from.
