What exactly do you mean ? If you do not want the association of eth0:X with the IP, how else will you refer to the device associated with the IP ? (for instance while using the ifconfig, route or iptable commands).
There is a way to do using RTNETLINK, But I am not able to find any resource in the internet. If anyone have come across some utility or RTNETLINK please share your ideas.
AFAICT[1], RTNETLINK is refers to the netfilter API to manipulate the kernel routing tables not any user space tool to assign IP addresses to NICs
