Webserver is not a default functionality expected out of a OS. A
customised Webserver release can be expected to do that.

I presume they retain the permissions that comes default, even after
installing apache & /var/www need not be document root.

Please verify how Ubuntu & Fedora handles phpmyadmin etc., when
installed through their respective apt or yum.
