E-mail will.

Postfix is a good choice. That is what I use.

Why not use LDIF?

I wonder.

Samba LDAP is gunning towards AD compliance. It is far from
the goal but is quite functional right now.

I *think* that all LDAP servers should mandatorily support LDIF
for importing/exporting users.

But I have a feeling that you should trust other's answers
rather than mine which is quite theoretical.
