Ah yes, that is indeed a problem - though there are several hacks (like freezing gems to your vendor directory) that can help, but I've never tried it on dreamhost, so it might or might not work. But if I'm not wrong, dreamhost did add some Rails support recently, you might want to check on that.

If you want to try something entirely different, try Heroku. They have a free plan, and it's perfect for getting started with Rails without the hosting headaches. Or, if you're really adventurous, you could try it with JRuby on AppEngine.
