There is a group called plugdev in /etc/group. Members of this group
are normally given permission to auto mount plugged in devices.

If intention is to avoid usb pendrive/ other plugindevices, easiest is
to remove the users from this  group. This is in Debian. For others it
may be similar.

For still more strict environment hald and dbus daemons can be disabled.
