I do not think this is the way to do it. You need an artist to create a font in the good old traditional way. Then you need to scan them in and digitalise them. If the artist is good, he will have to be paid. Funds can be raised for that. If he is paid, he hands over the copyright so then the fonts can be released under a free license.
