Localising means adding our local features to an already internationalised app . So first you have to see if the app is already internationalised . If it is internationalised you could get the PO file .. download them translate and give back to internationaliser who in turn compiles and keeps the Mo file in appropriate location. In your case if you are both internationalising and localising your application .
