I have FC10 here, and the first choice of mirror is IITM - it has never worked 
as yet. Further, even community colleges in the US have 1-10 Gig of bandwidth. 
I am not blaming IITM for this, but some time back I did a mini survey and 
found the best bandwidth for educational institutions in India was IITK - 102 
mbps.
