Do you have prior experience in Programming hardware? Else I would suggest you start with smaller MicroController and get used to programming hardware first and gradually go up the ladder. Limitations of the compiler is very abstract thing. It depends on a lot of factors and unless you want to dig deep into tool chain development and stuff, I don't think one generally need to worry at this factor (especially if you are just beginning to do embedded development) You can check out http://fpga4u.epfl.ch/wiki/FPGA4U_Description (it costs about 4500 INR and also with additional cost of say 1000 INR you get an ARM board extension) You can do a lot of stuff with this student board.
