Your are forgetting very important point i.e NRCFOSS.
It is National Resource Centre for Free and Open Source Software
paid out of taxpayers money, to promote FOSS not individuals.
It is acceptable even if an ILUGC volunteer has done it, because 
it is only voluntary. Whereas anything from NRCFOSS has a duty I repeat DUTY to 
promote FOSS, not just interest in technical subject.
