This is meant to give the user a facility to fill up a form available as text/table in a PDF file (not a PDF Form). Trust you are not looking at editing it in OODraw. OODraw creates it as a non-editable layer to form as a backdrop to fill in text - at least the last I used it. GIMP also can do this. Each page will be a separate image.
