When I was trying to get my friend's Huawei EC 121 (Reliance) modem
working, I had the same issue. In my case, the problem was there even
if I had started the connection manually using wvdial and then brought
it down manually.

I found the same workaround. Once the connection was down only
unplugging it and re-plugging it would work.

True! I never needed to reboot, unplugging and replugging always worked.
