Apart for support from the grammar, we need the font support in
console. As of now, very few (may be 1 or 2) TSCII and ISCII PSF
fonts are available and the readability is very poor. 

*AFAIK*, no of chars and combinations are very less in Western
languages. In Japan, China and Arabic, the no of chars are more, but
the dimension of the each chars are more or less same.

In our case, no of chars and combinations are more, and dimension of
the chars are also differ. For example, result of combination may add
1/2/3 new symbol(s) on the top, bottom, left, right or all side :) 
Handling all with std console is nearly impossible.

In 2000, as part of IndLinuX project, we tried the console support for
our languages with ISCII and Multi-Glyph technique. Tamilinux group
also created the TSCII PSF font and key-mapping for typing Tamil in
console. After that, due to increase in Indic support in GUI, no
effect for UTF-8 Indic support in console.
