Please make my English language sensibilities and satisfy Burger's Second Law 
of standards documents at the same time, forbidding passive voice.  Can we have 
the following as the boilerplate?  Thanks.

Either:

In this document, [RFCXXXX] describes the following conformance terms: "MUST", 
...

Or:

[RFCXXXX] describes the following conformance terms used in this document: 
"MUST", ...


Also, from a typographic point of view, why are we quoting single worlds that 
are already in quotes?
