For many drafts, it's either the product of a working group, in which case
the address is known, or it's done as a private proposal, within the context
of a working group (some of the DNS I18N ones are in this category).
For other drafts, there may be a known mailing list that's a good place to
discuss it.
I would guess that the author should usuallly be able to suggest a venue -
if none is listed, it should probably default to the author's address.
