At Not quite right. The drafts ARE preserved. Just sned a note to the Secretariat, asking for a specific one, and they can produce it. The problem is that this is inefficient at its base, as well as preventing searching. Your comments about mailing lists archives are on-target. Richard's comments about patent examiners appears to be correct, but we can't do anything about that.
