Purpose: TESLA, RFC4082, (Timed Efficient Stream Loss-Tolerant Authentication) uses the best practices for cryptography when published in 2005. This is dated, and any modern use of TESLA needs to adjust to current algorithms and methods. New uses of TESLA, specifically targeting highly constrained communications, are emerging and modifying TESLA to fit. Some of this is occurring in closed communities with minimal best practices cryptographic review. These activities demonstrate the value of a modern, modified TESLA for new use cases produced in the IETF. This process to update TESLA will leverage, but not be limited to, work occurring in the International Civil Aviation Organization (ICAO) in their Global Navigation Satellite System (GNSS, e.g. GPS) Satellite-based augmentation system (SBAS) authentication protocol. Note that ICAO would rather an appropriate SDO maintain change control of critical security technologies than manage this internally. The main body of the update will focus on the general design of the updates with specific implementations captured in Appendices that will validate both the TESLA updates and the actual implementations.
