I strongly suspect it has something to do with the rewrite rules:

RewriteBase /icingaweb2/

useful comment about why your alias definitions would work differently
from each
other:

Alias /icingaweb2 "/usr/share/icingaweb2/public"
Alias /icinga "/usr/share/icingaweb2/public"
Alias /nagios "/usr/share/icingaweb2/public"
