You can use the negate plugin to alter the return code of the check.
I am not sure it will give you what you want, but you may try and alter
the UNREACHABLE to DOWN with that plugin.

If it will work, then the state will remain as you want and allow you to
track the downtime

It is possible to prevent counter reset when parent host goes DOWN
(prevent child host to get UNREACHABLE)? Unfortunately, I can't delete
parent-child configuration and caching is also not feasible.
