please open an issue on the bugtracker for this, it would also be problematic behaviour in our setup. Even if this were a deliberate design decision and not a bug, it would probably surprise many people coming from a Nagios background because in Nagios a recovery message would only be sent out to those contacts that had been sent a problem notification before.
