I am having a problem that I am hoping someone can point me in the
right direction to debug.

In some cases we are seeing the following message in a notification in history:

"This notification was not sent out to any contact."

e.g.
NOTIFICATION
2d 16h ago
This notification was not sent out to any contact.

DOWN
2d 16h ago
[ 1/3 ] PING CRITICAL - Packet loss = 100%

We see this sometimes for both down and up HOSTS. and Services.

It seems to be intermittent, but trying to track that down precisely
at the moment.

We have notifications applied using hostgroups in most cases that then
apply for hosts and service notifictions.

My question is, what configuration error might explain seeing the history entry
"This notification was not sent out to any contact." ?  I know in at
least one case I saw that alert on our production Icinga setup and no
alerts were sent, but then I also had a test vagrant setup which did
send alerts.

Any ideas on how I could bedug this better would be greatly appreciated.

We had seen an earlier version of this problem, however it was to
correct a spelling bug and not any core problems.

I am not saying this is a bug.  I suspect it is a config error, but
looking for ideas on how to track it down.
