Thanks for the clue,
Icinga's auto generated file for apache was configured for
"/usr/share/icingaweb2/public" path. I allowed
"*/usr/share/icingaweb2/application/views/scripts/dashboard/"
*and *"/etc/icingaweb2/dashboards/"*
That resolved the problem.
