Well, that's what corosync/pacemaker are for, managing different application 
clusters that way. But tbh I wouldn't go there, but use the active/active app 
cluster from inside Icinga 2. Can you explain in detail and by example 
config/drawings what you are trying to achieve?

Basically, you would configure your MySQL-Cluster with a virtual ip address and 
let both DB IDO features write to that.

You'll certainly need on the Icinga2 side:

1) HA cluster setup

2) DB IDO HA feature enabled (only one active instance writing to DB IDO with 
automated failover)
