Flapping generally means that it's going back and forth in-between states... likely, your test doesn't have enough time to succeed, but later comes back "ok" before it can be considered down or unreachable. You may try investigating and/or tweaking the check_interval, retry_interval, and similar settings to lower the flap threshold.
