Does not appear to be free. It is included in Application Development Foundation z/OS 5655-AC6, and IBM Developer for z/OS Enterprise Edition 5655-AC5. FMID HAL5100. I don’t see it listed separately in ShopZ, but that may not be indicative of reality either.
