He's not talking about Vista the Windows OS, but rather Vista, Tom Brennan's emulator. Wine is a light-weight app that can run Windows programs by converting API calls on the fly. I used it years ago, so I don't know how well it works these days. I actually run the Vista emulator under VMware Fusion (running Windows 10) as I needed the VM for a separate product (that I'm pretty sure wouldn't work under Wine as it does serial I/O).
