The correct place to set TZ (as documented in the UNIX Planning book) is /etc/init.options. This will be picked up by any shells or programs (cron, etc) that are started by the "init" process. Unfortunately, this doesn't help much since z/OS UNIX is brain dead in this regard, and the "init" process environment is not inherited by blind-dubbed processes.
