I don't think so, Martin - but I'm not an XML expert by any means. If I examine any of the members in the PDS that is used for input to IWMINSTL, I don't see any of the <xxx> & </xxx> 'tag' pairs that I'd expect to see. The names of the members are the same as for the results of saving an existing WLM policy and using the 'ISPF tables' option (I'd forgotten that was an option - so I must backtrack on my previous 'correction'). There *is* an option to save in XML format, but nothing in the IWMINSTL member appears to refer to using XML format as input. Even so, to generate the input in either format requires an existing WLM policy to be accessed via the ISPF panels. It appears that creating a WLM policy from scratch in, well, 'plain English', is still not possible, unfortunately.
