The analogy is with iOS apps. The ones you'd ideally want to use are those where the vendor is beta'ing iOS 13 (actually 13.1.)

That vendor until recently was still developing on z/OS 1.13 until this summer when they made the jump to 2.2 or maybe 2.3. We are already at V2.3, and really don’t want to skip a release or delay, although that is an option I guess.
