It's no harder for infrastructure, the local 'department', or the individual 
user to add
a UNIX directory to a library concatenation than to add a PDS(E), and more 
flexible
since the UNIX directory imposes no RECFM restriction.

(Binder (only) limitation: a UNIX directory is accepted only solo, not 
concatenated.
I suspect this is because Binder's support of UNIX directories antedates BPAM's
-- it seems to have rolled its own.)
