You want SMB client on z/OS, but it does not exist.
Note, SMB server will disappear in z/OS 2.5 or 2.4, so don't go there.
IMHO you can use NFS (AFAIK both client and server are available on
z/OS) or ftp (yes, you mentioned it) or FTPS, or sftp, or any commercial
product from "managed file transfer" family.
BTW: Usually sending a file is not a business goal. For example I have
to send file to a "reporting department (DR)". No, they want to read my
file in order to prepare the report.
It is not necessary to send the file, it is sufficient to make the file
available to their application. Yes, it can be mapped network drive.
Even on mainframe. Is it better? YMMV.
