Funny thing... More than 40 years ago VM/370 was able to detect the standard TIO/BC loop when issued in a virtual machine, and instead of allowing it to eat CPU time, dispatched other work until the needed I/O interrupt occurred or the virtual device otherwise became available. One might think that PR/SM or whatever that code is called these days could do the analogous thing without needing any changes to the coupling code...
