The ZipDatasets sample program works fine with the 64-bit SDK. The JZOS toolkit class library (and native code) in included in the 64-bit SDKs.
I don't know what problem that you were having, but it sounds like a CLASSPATH problem with using the sample classes, which are not included in the SDK unless you download them.
