From scratch? The second COBOL program I ever wrote started with the first one 
as a model/skeleton. We seldom create from scratch if we can help it. I'd say 
what you're suggesting is very doable with one proviso: you need physical 
connection from the z12 to peripherals--at least DASD--and to the z14 if you're 
planning for a sysplex. 

When installing the z14, did you provide all new cabling? If so, the z12 
cabling may still be intact. That would be 90% of the battle. If you just swung 
cables from z12 to z14, then you have some physical work to do. And some money 
to spend. 

If it were my dog(s), I would not bother creating a new LPAR 'on the z14' and 
then 'moving' it. That would be throw-away work. Just create a new LPAR using 
the z14 as a tool but plan to IPL it only on the z12. Since there's nothing on 
z12 now, you can take your sweet time with little pressure. Pretty much out of 
sight.

Also consider support costs. You may want/need hardware $upport for the z12. 
Also software licenses for the OS and any products you want to run there. 
Sadly, you may have a hard time justifying all this to the bean counters.

We recently moved from zec12 to z14 and routers all connections ,storage, tapes 
to the new hardware.

So as of now zec12 doesn't have any workload. So it will be just active for few 
months. Is it possible to build an LPAR from scratch using the new machine and 
move it to zec12 just for a practice and training purpose ?
