The "time output by these services" corresponds exactly to the input
values, according to an architectural definition.
I am not aware of an architectural definition for the output time. I am
perfectly happy with the microseconds since the start of the standard
epoch definition for the TOD value, BUT I think most people would assume
that the "time of day and date" output would correspond to the usual
definitions of time of day and date.
The amount of code that depends on this means that it is effectively
impossible to change. However, if the value returned by STCK needs to be
adjusted by leap seconds before STCKCONV to give what is commonly
accepted as the time of day, that should be in the documentation.
