Why does your application have to be deployed in Liberty? What's wrong
with a free, open source servlet container?
I noticed that the API mediation layer in Zowe is a Spring Boot
application. Spring Boot has to be the most popular Java web framework
right now especially for REST APIs, micro-services etc.
Are you sure you really need a application server? If all you want to do
is use the z/OSMF TSO API you don't need a server to do that.
