Well, mystery solved.   It's been broken at my installation for MANY years 
(pre-dates my employment here).    SYS1.CMDLIB was in LINKLST concatenation 
after my favorite product (CA-Roscoe) which also has a member called RENAME.   
Somehow, it never occurred to me to check this.

Anyone use TSO rename anymore?  Just tried it.  Don't get any errors, but it 
doesn't do it either.  Tried in batch, and get a RC8 but no messages.  Tried in 
ispf option 6, READY prompt, nothing different.

Can't say I've used it in years, so maybe its been retired?  We are at V2.3 FYI.
