LRECL has no meaning for RECFM=U as far as the system goes.  It is recorded
in the DSCB, but that is all. Anyway, only QSAM ever uses LRECL for any
dataset.  So there's no good reason for specifying LRECL on a load
library.  It can default to 0 just fine, because it's meaningless.

As far as directory reading goes, the DCB would need to specify DSORG,
RECFM, BLKSIZE overrides, and KEYLEN with BSAM; again LRECL is irrelevant.
For QSAM it would be needed, but letting it default to the DSCB would be
fatuous.
