Close, but no cigar. See:

The POSIX convention (used by z/OS) is America-centric.

That's two places too many.
When I first encountered UNIX, it seemed to me that the "UNI" prefix might
mean "Uniform" (ignore historical and risqué wit.) On my Linux and MacOS
systems,
679 $ ls -l /etc/localtime
lrwxr-xr-x 1 root wheel 34 Apr 8 09:20 /etc/localtime ->
/usr/share/zoneinfo/America/Denver
... provides a useful default for any process in which TZ is unset.
Why is z/OS so moronic? And why has z/OS not adopted Olson zoneinfo?
I have looked in vain for either a list of world timezones in POSIX format
or a utility to convert Olson to POSIX and found none. It doesn't seem
useful for the larger world that's more au courant than z/OS.

Seriously!? And that's a schema, not "a list" as the OP requested.
