Mark, I ran into the same issues as you did with FF and IE except I didn't try the last thing you did (the one that worked). Instead, I moved to option 3, Chrome. I just stuffed the URL into Chrome and it asked me what I wanted to do with the cert. I just did a "save as", then binary uploaded it to the MF with those same DCB parms, and ran the RACDCERT command successfully against it.
