Well, they can be if not properly secured. I have seen some glaring holes
in security, one place I was at had over 2500 users with update access to
one or more APF libraries and did they squeal when it was taken away.

One giveaway I have noticed is: The more they talk about how seriously they
take security, the less secure their systems actually are.
