IMHO, there's no reason for the secrecy for this facility. But, not my call. The messages can and are often displayed "publicly", so I guess it makes sense to document them publicly. But really, that message can hardly have any more explanation added to it. I should do so well (typically, I'd have only generated the first sentence).
