This statement needs at least some clarification: is it only for new datasets? That is where SMS will be heavily involved. Existing LBRARIAN files are accessed as PDS's with SUBSYS=LAM on the DD statement and can't see what problems SMS can cause here or why they should remain non-SMS managed.
