If you only want to verify that it *is* empty without deleting anything that's left on the volume, something along the lines of DFSMSdss DUMP DATASET INCLUDE(**) with PARM='TYPRUN=NORUN' will tell you whether any data sets remain on the volume without actually dumping any data.

IEHLIST LISTVTOC FORMAT will also show whether there are any data sets on the volume.

If you want to logically delete anything that's left, ICKDSF INIT will do that, but it will not overwrite or erase the actual data (for which there are other operations like INSPECT with CHECK and TRKFMT with ERASEDATA).
